The following goods/technologies were added to the Listed Controlled Items (“Controlled Items”) under the Export Control Order and the Foreign Exchange Order. The additions were promulgated on 8 July 2024 and went into effect on 9 September 2024.

  • complementary metal oxide semiconductor circuits (also known as cryogenic-CMOS or Cryo-CMOS)
  • scanning-type electron microscopes (used to image semiconductor devices and integrated circuits)
  • quantum computers
  • software programs capable of generating multilayered GDS II data (related to the scanning-type electron microscopes mentioned above)
  • technologies necessary to design or manufacture GAAFET (Gate-All-Around Field-Effect Transistor) structures (including Nanosheet Field-Effect Transistors, Nanowire Field-Effect Transistors, and Surrounding Gate Transistors) and integrated circuits, etc.

An export license is required to export any Controlled Item irrespective of its destination.

The export controls related to specification thresholds of semiconductor manufacturing equipment were also updated to ensure a level playing field in light of recent export control trends in other countries.
